UPGRADE SEWERAGE OPERATION AND
MAINTENANCE SERVICES OF
MUNICIPAL CORPORATION OF GREATER MUMBAI

PHE Consultants Mumbai are carrying out this World Bank aided Consultancy assignment
(Fee US$ 3 million ) in association with M/s. R.V Anderson Associates Limited, Ottawa,
Canada for Municipal Corporation of Greater Mumbai (MCGM). PHE's input for the
Consultancy assignment is 120 manmonths and role of Consultants is spanned over 6 years
(1995-2001).

Sewerage operations department (SO) of MCGM operates and maintains 1070 KM length
Of sewerlines, 55 pumping stations, 7 waste water treatment facilities and 3 marine outfalls.

The project is intended to raise the capabuility and efficiency of SO department of MCGM in Operation, management and maintenance of the sewerage system in Mumbai. The
improvement suggested, will reduce the operation and maintenance cost, reduce failure
of components, reduce risk of environmental impact, increase life of equipment, improve the system and health and safety of operation and maintenance staff.

The Consultancy assignment is divided into 4 stages.

STAGE-I This includes review of documents, reports, inspection of facilities, review of
organization, Management & Staffing and inspection of facilities to examine
and assess the installation, the system of reporting and programming and
planning methods (6 months).

STAGE-II This includes preparation of Reports on data collected in Stage-I, recommendation
of improvements and their implementation program for improvement in
Operation & Maintenance Information System, Organization and Management,
Management Information System, Costing & budgeting, Performance Monitoring,
Training and Human resources Development and Safety & Preventative
Maintenance. (12 months)

STAGE-III this includes implementation of the Report Recommendations. This stage also
includes preparation of O & M manuals for each facility along with extensive
Training program for all staff of SO (18 months)

STAGE-IV THIS includes long term monitoring implementation of recommendation and
assistance in project implementation.

PHE - RVA have already submitted their recommendations, which have been accepted by
MCGM. The recommendations now being implemented and are being monitored by the
consultants.
